So yeah, it's possible (already as a script/wi"thout asm) and not hard to make either.

He is probably referring to one that is player‐controlled, like how Pikachu follows the player in Yellow.

Well, it's possible but something not to be done easily.

To do it, you should first figure out how the following code works in yellow.
The code could be putted in a similar way into gsc.

Right. It would be annoying to do with normal events, because it would involve a pikachu object event on every single map that pikachu could follow you on, and a map event to make it jump to your position and start following you. This is a lot of redundant events and not the cleanest way to do it. Plus you could get stuck, because you couldn't walk through/past pikachu if you needed to turn around. So the best way is to look at Yellow, find the ASM that makes Pikachu follow you, and try to implement it.

Who knows, there may be some residual code for it already in GSC. I say this not from finding any of the actual code, but from the fact that when you make an event do something to a person event, you use 00 to make it do something to the player, then you skip 01 and go to 02 for the first person event on the map, and it goes on like that. It makes me wonder if 01 was reserved for a following pokemon, and then later abandoned.
