Getting Started: What's the first step?

Hello, amateur ROM Hacker here, can't really change my Username, but I'm known on Amino by the name "October", and I use Gothorita as my Pokésona, ANYWAY...

I've had an idea for a ROM Hack of Pokémon Gold for a few months now, ever since I went back and played Pokémon Blue for the sake of Nostalgia, as well as Unova Red here on Skeetendo, and I've spent some time compiling all of the ideas I've come up with and feel like it's better late than never to start asking for help and advice (since I'm entirely new to this kind of ROM Hacking) anyway, I'd like to know what Programs, Disassembly, Resources, and knowledge I need to start out with, I'm pretty self-taught, so hopefully I can pick it up quickly!

Things I already have set-in-stone ideas for are:
-Location (the Real-World Location that my fictional Region will be based on)
'->Important landmarks, Towns/ Cities, & Routes to take
-Story/ Plot
-Characters
'->Player Character
'->Gym Leaders/ E4
'->Rival
'->Professor
'->Evil Team
-Pokémon
'->A mix of Official Pokémon, both Commissioned & Original Fakémon, and Regional Variants of Original Pokémon
the only thing I really lack are the resources and the know-how, so any help would be extremely appreciated, I plan to credit all those who helped me and do the best I can to properly repay everyone for any help I get! <3

Ever since I played Mateo's Halloween Hack (Pokémon Spirits and Legends) I instantly fell in love with finding & playing more and more Rom Hacks, (Both GBC & GBA)

This thread is a bit outdated, but Danny did lots of work putting up this stuff a few years ago. You could start off from here: https://hax.iimarckus.org/topic/6675/

pokecrystal is a good base to start working on these days however. There are separate tutorials for that in the pokecrystal github repository wiki: https://github.com/pret/pokecrystal

Don't worry about it :) I didn't do anything but handed over links to places where you could start.
I do advise you to check pokecrystal though.
