Adding Moves in Gen 1

Hi I really would like to know what files have to be changed to add a new move i think about data/moves.asm and in move_constans.asm is there other? I think there has to be a file that limits sum of the moves like in Pokedex? Is that right? Equ 200 for example. Want to take the graphics of an existing move in this case Hyper Beam and make it finally Aeroblast. Thanks for any help. Could not find any tutorial or something about it in Gen 1 Section same in the Help Section.
