Adding new move effects to Crystal (via hex)

Is this possible to do in Gen 2?

I recently added a new move (Psystrike) to Crystal with complete success. Using existing animations and effects, it worked a treat. It doesn't work exactly the same as in modern iterations, as it is doesn't target enemy defense instead of special defense, but that isn't a problem.

I am kinda interested in adding another new move but I will also need to add a new effect too. I would like to add Volt Switch / U-turn. Finding moves to replace isn't an issue, but I will need to build a new effect. Baton Pass does not actually attack the target, so I imagine this would not work (I tried to change an effect of another move to equal "confuse ray" to guarantee confusion, but the move didn't deal any damage - only confused). However, I would assume that I could probably use BP as a base for the new effect.

As a secondary query, does anyone know if it would be possible to make Psystrike target Def instead of SpcD? If that isn't too difficult to do, I may change that as well. However, since it is only for my Mewtwo Y (which will learn at lvl 99), it's not that big of a deal. He still hits like a truck regardless!

It was mentioned that switching the call for the pokemon switch and the damage part would be the way around it, but then after further query nothing seemed to get resolved. It seems as if the offsets for move effects start at 0x3769A (that may be for Gold though). However, there doesn't seem to be anything relating to move effects available anywhere to pursue further. Can someone help me with which values to switch to get Volt Switch working? That seems to be the only new effect I need. BP won't be affected by the change as it deals zero damage anyway.
