Pokered - difficulty balance difficulty

No, the title is not redundant, though it may seem so at first. What I'm basically saying is, I'm having a hard time finding a perfect difficulty balance for the first rival battle. First, during one test of a Beta 2 compile, I used my one Potion and still got my butt kicked by Blue's Charmander simply because Bulbasaur's Tackle kept missing, so before I did my next compile I changed the stats for Tackle. Originally, the power was 35, and the accuracy 95, so I bumped both up, respectively, to 50 and 100 just like in later generations, just so no one playing this game who got beaten in that first battle would lose simply because their luck was that rotten. However, this presented a brand new problem when I chose Charmander as my starter, because now it's Blue's Squirtle who's causing the problems. Basically, Blue has shifted his strategy to, to paraphrase The Star Wars Holiday Special's infamous cooking sketch (and yes, I was brave enough to sit through the whole thing), "tackle, whip, tackle, whip, whip, whip, tackle", making Squirtle ridiculously overpowered against Charmander. And this time, I'm not sure I see an obvious solution to that problem.

I've never found the first rival battle to be unbalanced, to be honest. It's pretty luck based, but the first rival battle in Pokémon games usually is. I'm not sure I see your problem?

The thing is, I want both the player and the rival to have an equal chance of winning, at least the first time around. With the original stats, Charmander had the advantage over Bulbasaur, since Tackle had a power of 35 and an accuracy of 95 and Scratch a power of 40 and an accuracy of 100. But with Tackle's power jacked up to 50, Squirtle has the greater advantage, especially combined with Tail Whip. At least from my POV, the only way a battle like this can be balanced is if it's Squirtle vs. Bulbasaur. Then again, it could be just one instance of rotten luck during testing prejudicing my thoughts about the first rival battle.

I'm not sure... I don't want to compromise the integrity of the game by changing the Starters' initial moves around, let alone leveling even one Starter up by one. Perhaps an additional Potion could suffice?
