Today, I redid the whole HM Slave concept.  In Nuzlocke Mode, Pokémon can now be HM Slaves, which means they stay permanently at level 2.  I added an item called the Slave Ball, which converts a captured Pokémon into an HM Slave.  The Slave Ball has a 100% catch rate.  When playing Nuzlocke Mode, you will always have access to a Slave Ball while in battle.  Also, you can always use a Slave Ball, even if you already encountered a Pokémon in the area.

I had to make this change to help guarantee the player can always progress in the game.

The stats screen says whether or not a Pokémon is an HM Slave:

I think the way you have implemented HM slaves is really good.
It might be better if HMs were instead items you could use so HM slaves wouldn't be needed at all, but that would require some coding (and you could carry more usable pokemon if that addition was in there).

I don't think that having a Pokémon with fixed level will do any work except taking place he should make hms erasable.

Thanks for the feedback. I understand the concerns about an HM slave wasting a slot in the party, but I actually like that result.  My intent for nuzlocke mode is that it should be challenging and punishing.  The traditional nuzlocke challenge is heavily tied to luck. For maize, I want to exaggerate that aspect. If the player is unlucky enough to never run into a pokemon that can Fly, then they'll have to find a way to win while carrying around an HM slave.

I won't be implementing HMs as items.  I'm going to keep the original, familiar system in place.

Also, keep in mind that players can alway play nuzlocke in non-nuzlocke mode.

Sounds like a very cool idea. I always used HM slaves when I played Pokémon.

I added roaming pokemon to the game.  It works similarly to roaming pokemon in Gold/Silver Versions.  However, their HP status ailments aren't remembered from the last time you encountered them.  Check out this video for more details: http://youtu.be/Gzv3c1qjvAA

So i am playing your current beta now and i have some questions
1-1st when u said do u want a nuzlock game yes/no I said yes then what changes the game will have?
2-You have inserted gen 2 grapichs after 151 pokedex then why not to all?
3-Why Ampharos is the title screen pokemon is it special?
4-Through it seems that you changed the story but the events are looking same
5-Why havent you changed the fig of gym leader, the 1st one seems like brock.
6-whats the meaning of that strange dream with charizard,honchkrow and steelix.

1. It enforces Nuzlocke rules.  You can only catch the first pokemon you run into for each map.  Pokemon die and are removed from your party.  It erases your save file when all your pokemon die.
2.  Because inserting gen 2 graphics isn't important to me.
3.  Maize is a yellow-ish color, and so is Ampharos.  I like Ampharos.
4.  Some of the events in the first city or two are re-skinned from the original, but that's because I made those back when I didn't have as much experience.  After Agate City, most of the events are new.
5.  I haven't gotten around to adding custom trainer sprites.
6.  It's just supposed to be an interesting add-on to the beginning of the game.  It shows the player that there are new pokemon, new attack, new types, etc..  To put it more bluntly, it's just showing off to show the player that there's lots of new stuff in the game.  I believe the phrase "in media res" applies here, too.  It starts the game off with a bang.

Because it's the beginning of the game.  There aren't many trainers before Brock in Red Version, either.  I don't really have a good answer for you.
