How do I change a pokemons type in Pokemon Silver?

Hello there everyone, I'm new here, but I already had an account by the same name on PokeCommunity. I've searched here and PC forums trying to find out how to change a Pokemon's type. I have a ROM-hack, "Pokemon Extreme Silver", and I want to change Lapras's type to Dragon/Ice instead of it's regular typing, which is Water/Ice. Is there a tool to do this? I'm a noob with hex editing, but if hex editing is the only way to do it, I'll try. Thank you in advance.
