Editing ledendary pokemon encounter data

I'm wondering how to change the level and moves that Lugia and Ho-oh will have in when you first encounter them silver/gold.  I can't find any information on where this data is.  The only thing I think is a possibility is the loadpokedata script when I decompile Lugia and Ho-oh's scripts with Johtomap.  Any help is greatly appreciated.

Since the encounters are wild, the moves depend on the level.

They're not wild, they are event based which is why I can't find lugia's or ho-oh's data anywhere in the wild pokemon edit tool.

An event based Pokemon is still treated like a wild battle. The moves they know when you encounter them are the moves they would know in the wild at that level.

If you want to edit the Level and Species of Pokemon, they are edited by changing the values for the loadpokedata command you found there.

If you want to change the skills they know, you will have to edit the skills they learn by level-up so that they will know that skill at the right level.

Ohhhh, so the first byte is the pokemon # and the second is the level.  Thanks for helping me figure this out!
