RBDex is a POKéDEX data editor for Pokémon Red/Blue. It already has repoint features and WT/HT/species changing support, and it soon will have ROM protection functions, support for Pokémon Yellow, and more.

'DESIGNER.DAT not found' error pops up when trying to run RBDex:
Are you sure that all application's files were unpacked?
This 'still in development' dialog box is so annoying, and I want to get rid of it:
If you really want to do it, replace original Pointers.dat file with this one.
When trying to save data back to ROM, application shows a message saying something like 'Unknown runtime error: Access violation (...)'
Check if your ROM file is writeable. On Windows Vista, ROM must not be located on system drive.

I mean some sort of a hack locking function - if someone wanted to open the protected ROM using this application, it won't be accessible (of course it'll only scare away some rookie hackers; data will be still editable using hex editor). Something like ChibiMoon easter egg in Lunar Magic.

I think this is a bad idea. It leads new hackers to believe that “protecting” a ROM this way is possible, when it really isn’t. Hacking needs fewer misconceptions, not more.

NOTE: You can ONLY use Red and Blue ROMs on the newest beta, which now in 2012, is only this website.
Error messages / program glitches:
Yellow - "Pokemon Yellow is not supported. Support for it will come along with next version of RBDex.
G/S - program freezes, to stop process on your Windows computer (XP, or above) terminate the program.
Crystal: "FATAL ERROR: This is not a valid Pokemon Red/Blue ROM. The file may be corrupted." (luckilly, it's not! :D)

I think there needs to be a file storage system for this forum/site, these file uploading sites are unreliable.
In the-gcn (where I do my Zelda hacking) we have a file-share section where everything uploaded is joined with the Forum's database. The Administrators/Moderators approve the files before downloading (which I suggest should be done, this forum is riddled with stupid bots that might fudge with that feature too).
They use IPBoards I believe, and the owner pays for the forum, but not sure if paying comes with the file sharing feature (it might be).

Sure, it's just http://www.the-gcn.com if you're interested. Keep in mind they're specific about tools, but if someone starts Pokemon hacking, it's more than welcomed. I would stick to this form for dedicated resources though.
