Here's the Patch. Found it on a Website
Just decompress it, edit it and recompress it and be done with it. There is no need to have everything unencrypted in the ROM. You will even notice a certain slowdown for large graphics.
How to Change the Trainer Card in Pokemon Gold
First open up your Gold Rom in Tile Layer Pro. Then go Edit > Goto...(or Ctrl+G). The insert the offset 253FF, then click Go to. This should take you to the Trainer Card, you can edit badges and people on it.
That does mean you can't edit hiro's picture on the trainer card using AGIXP?
IIRC, you should be able to with AGIXP even though it's uncompressed. Does make me wonder why Nintendo decided to do that...

Here's the complete list that Dragonlordz started. This is for Gold, Crystal may be different or at least one longer, as it has Eusine added. The first number is their number in decimal, for use with AGIXP. The second number is their number in Hex, for use when manually editing trainers in a script.

hex editor and a table file is one way, I think Poketext might have an entry that includes that (but that may just be one that I added to the ini files on mine). I believe there is an editor that supports it as well, but I don't remember off top of my head. I'll check tomorrow after class (summer classes start in the morning).

both 0x and x are used for saying something is in hex. In visual basic, "&h" is used, so occasionally that will show up in documents as well. Also, if you are entering an address in Agixp in hex, you will need to use "&h" instead of "0x" or "x"
Well I copied that bit about the menu descriptor from a document by mean mr mustard, and I seem to remember disabling both of them in SaR. However, if only disabling the second set worked for you I'm glad you got it working. I'll check this out and edit my post with whether or not I did it in SaR
EDIT: in SaR, which is hacked from Silver Version, it appears I have put 00s from 0x12C75 - 12C7A and again from 0x12C7F - 12C91

you would have to repoint all the relevant pointer tables so you could add new entries to the end, and then manually add each trainer you wanted for it in a hex editor. I've actually never done it, so we might not even know where everything is that we would need to repoint to make it doable.
So the short answer is: It would be complicated, time consuming, and I'm not even sure if we have found everything we need to know where is to do it yet.
