Default Stat EXP for Wild Pokemon/EnemyPokemon/LegendaryPokemon

Stat EXP has been a factor in 1st/2nd gen, but surely there must be a hex value position where a default amount of Stat EXP for HP,Attack,Defense,Speed, and Special that has 00 as its default hex value. Has anyone ever figured out how to alter these default Stat EXP to the maximum? For example, a wild pokemon has 0 stat exp when you encounter it. Is there a way that when you immediately encounter it, it automatically has max Stat EXP? I've seen gameshark codes that can change the enemy pokemon stat exp, but surely there must be a default stat exp hex value within the game.
I have been making challenge level first gen hacks, and one problem I find comes at the end of the game, where the player is far too strong by having max Stat EXP values while the opponent, despite high levels, has 0 stat exp. Such a thing has lead to things like sandslashes outspeeding enemy Starmies. My intention was to make opponents more difficult without resorting to lv 140-255 nonsense. (The highest level in the game is lv100)

Basically, is there any way through hex editing to make the opposing pokemon have max stat exp values so that the player won't have a one sided advantage? (Kinda similar to Crystal Battle Tower where the enemies had actual stat exp)

Have you tried editing the stat values?

You should know how to use a hex editor before attempting this. While also knowing the offsets.

The should be a document somewhere here by IIMarkus.

No, I'm talking about editing the default Stat EXP, not actual Base Stats (Similar to Effort Values in 3rd/4th/5th gen). I'm aware of editing Base stats (having done so myself), but I don't know how to change the stat EXP (or first gen EVs) of the opponent. And I checked out the document IImarkus had, but it didn't seem to divulge about the default stat EXP (default first gen EVs).

Enemy DV is copied to D0F5-D0F6 in ram.
You should figure out how it's stored there and change the assembly code that way.
It could be so that a random number is put in both offsets though...

Edit:
If you know that Battle Tower works that way, you could input similar code to any of the three games.
