Well, there's many things to take in to account, for example there are ways to free up Rom space or even expand the Rom. Then there's ram, banks, flags, extra pokemon data, how many events, extra tiles, so much that could stop you in your tracks but short answer yes. I've never seen a hack with with extra town maps (unless prism has a third, stopped playing after a game breaking bug) so I'm unsure how much effort that would take.

I don't really see anyone doing it but it's theoretically possible. Gen III is actually ridiculously easy to achieve this in even without a disassembly.

Quick edit: I did actually attempt this eons ago in gold, before the Crystal disassembly, got a few maps added but got stumped at getting to the maps and adding wild mon data (which I imagine is much simpler now with the disassembly).

if anyone would want to attempt this i could help map (with the given tilesets and crowdmap stuff/ figuring out how to add a new map and connections without breaking the game.)
i could make some mockups (if i had tilesets i could make better ones) and post some? that would be kinda cool. contributing to someones hack would also be nice haha
