Converting a patch to .jar

I have heard about mobile emulators, and that they require conversion to .jar files, but I only know how to make ips patches.

How would I convert a rom file to .jar, or convert an ips to a .jar file?
(I'm asking this because I was requested to remove certain cut trees for Blue Kaizo, because they cannot remove these trees due to controls, so the solution is to make one blue kaizo available as an ips, and another blue kaizo that is mobile phone friendly be a .jar file)

just as easy as eating ice cream just patch the ips file and then download meboy maker from arktos.se just open meboy creator and click on add rom then choose the file and save it and done. upload it,play it anything.
