Pokemon Blue Border Tiles

So I was using a map editor for blue, but it turns out it is unable to find the border block outside the map for Route 17 (Cycling road), whereas you could find border blocks for most others.
From what I've gathered so far, you could change the border block id in hex or through asm.
The first step is:
Is there a list of map block ids?

Second step is:
Which offset does one need to change the border block? Such as route 17, which is missing in the map editor.

The address of the border block byte for Route 17 is $54b42.

The border block id is always the first byte of the map's object data. All of the addresses can be found here.
