I highly doubt there are any applications compiled to run on the Java Phone. That doesn't mean there won't be someone who will make an app to hack from your phone.
I was actually interested in someone designing an app for the Android, but that doesn't seem to be on anyone's priority...

Regarding Android, obviously there are hex editors, but dedicated Game Boy tools would be interesting. I could see it if there was demand, but it looks like most people (edit: who are into gb hacking) with mobile devices are on older java phones. Maybe there's a silent majority waiting for apps like that. On Android I usually just ssh into a Linux box. A compatible map editor would complement it well.

They also say that Wine is going to be ported to Android. Hopefully soon. I'd love to mod some games from my Nvidia Shield. :D

Don't believe always what others said. What if he lied...
And even it could be a tool it would be almost impossible to load the file 'cause most of java phones have only 2MB of RAM.
And when trying to load a rom that's 2mb the app will freeze.
Maybe on symbian devices it could be possible.
