Second, it was done by accident, when testing a feature on a CLEAN copy of Blue. I assume that it is in Red, too.
Now, what I did when this happened:
The glitch came randomly after pressing down when Oak starts to talk, then the box comes up, then OAM loads. Dunno which one causes it, but I think I just discovered it. It took like 20 tries to execute the glitch a second time, after it happening the first time, accidentally.
This glitch is related to OAM. If I had to guess, looking at Pokered, it's related to the same thing that causes the old man on the roof glitch, and other OAM issues. A missing CALL to updatesprites in OverWorldLoopLessDelay and a second glitch pertaining to Func_4ed1.

I've always wondering what caused the "Old man on the roof"-glitch. Suggestions? There seems to be many glitches when opening the menu, and this is one of them. I know it has to do with loading things into RAM, font, etc. But I just can't understand why a character would suddenly appear like in the corner of a map? lol.
Also, when moving around in RBY, the NPC's never stands still, they sort of "rumble" when the screen moves. Like they were trying to balance on a patch of ice. You get the grip? In GEN I, there seems to be this glitch, but not in GEN 2. They obviously fixed the code to work better and flow more nicely in the next generation of games.
In yellow, this was never corrected. Instead they just did a cheap adjustment by relocating the "old man" to the southern part of the island.

Anyways, interesting. So the game is trying to update the overload sprites, but the programmers missed to program the CALL, hence the guy shows up on the roof? That makes sense. There's another guy on the cyckling road route-gate and some others (don't remember which ones).
Still makes me wonder why they didn't fixed this in Yellow. Yeah Yeah, time constraints. But STILL.

What are you talking about? This WAS fixed in Yellow. In fact, the coding is completely different (redone).

It was? Then why did they bother switching the location of the old man on Cinnabar Island? Seems a bit unecessary if they really fixed the code.

It is obvious to me that you have no idea what you are talking about. The NPC OAM placement is the SAME in Yellow, as it is in Red/Blue. In layman's terms: The sprite placement is EXACTLY the same in Yellow and R/B.
