In come cases, yes the data is in different places in different localizations. However, this tool DOES work with the english version. It was originally for the German version, but this version works with English roms.

Antivirus programs often mistake ROM hacking tools for trojans by mistake.

Not to mention that I've never had an antivirus (or anti-malware) program flag this tool as having anything harmful. I've also never had it cause anything undesirable to happen to my PC. What anti-virus do you use that loves to flag everything under the sun as being a virus?

It refuses to work in Windows XP. When you try to run the program, it says you are missing some files (files that are Windows 7-only). When I tested it on my other computer (that has windows 7) then it runs perfectly.
