To my knowledge, meboy is the best it gets for nokia. For android... I'd say a build of gambatte (though the sound is lower pitched slightly) The best emulator I've seen on any handheld for gameboy would probably be RIN or MasterBoy for PSP. and GameYob or Lameboy for NDS.

I found another emulator for Java phones JMEBoy but i don't know if it works well. You can download it here at Source Forge. You can there select each version you want.
