The bolded moves are what's confusing me. Why did the developers put in a bunch of redundant moves to learn at level 1 when there is no legitimate way for you to have a level 1 Ivysaur or Venusaur? What is the reasoning behind this? Wouldn't it have been better to just get rid of those moves to save space in the ROM or put those moves slots for different moves?
Help me wrap my head around it.

i suppose its because no matter how low-lever is the pokemon you find it will always have moves to use plus if they didnt exists a lvl 2 pokemon which you can find in the wild or by breeding wouldnt have any moves which is wrong....

The game makers didn't have to care about rom bank limitations since the games are (most likely) built on disassembly of some sort.
So I guess they decided to make it that way "for fun". Besides, if you look at either Ivysaur or Venusaur's moveset, you'll notice that lv4 Growl, lv7 Leech Seed, and lv10 Vine Whip are moves they won't learn since they know them already (unless you remove those moves with a move deleter or with TMs/HMs by having an underleveled Ivysaur or Venusaur yourself).
But yeah, there is really no specific reason why they've done it like that expect for "perceiving".
