Okay so I now know that I can easily import a bitmap into TLP, so I can just edit the Manga Red sprites from there, only problem is I can't get the sprites to appear correctly in TLP. I tried everything from editing the whole sprite so it would be the same 4 color palettes used in the tool, even the way it is suppose to look, (White, Light shade, black shade, black) and the sprite, imported bitmap, still doesn't display right.
What am I doing wrong?

Export anything from tlp then paste your sprite there.

Well Im trying to edit the Red Sprite. Its proving to be frustrating :\ I can't get him arranged where I can select him and then be able to export as his tiles are not straightening out.
This is essentially the sprite I wanna replace it with:

Here's a link to a file that will work right when you open it up in TLP.
Just to let you know, your sprite you want to use is 58 pixels tall, but it is originally a 56x56 image.

Just fyi, you're using an already-hacked ROM there. I think what "Binh Nguyen" did was make it so all Pokemon are catchable in the wild or similar.. I remember catching a Charmander in the Pokemon Mansion.

I know I was just experimenting off that ROM XD Its the only version I play of Gen I that I like since I can get all the Pokemon
You could easily make your own version like that, though. Wouldn't take much time at all and it would probably be better.

So seeing this made me want to see if I could put the "Gotta catch'em all!" logo in the game. I made a mockup here and this:
It looks quite doable, you'd just need to add some new tiles, and move the "Red Version" text up two pixel in it's tiles. Also you'd have to fix the palette region too, but I think I could do that...
You can try to hide yourself in this world of pretend; when the paper's crumpled up, it can't be perfect again.

Guess that's true, seems to be easier to make a "Catch all 151 Pokemon" Hack for Gen I than Gen II, seeing how that idea I had for Gold kinda of died out and lack of interest on my part.

Only thing I would need to fix now, is likely the backsprite, since I have no clue why it is stretched like that. I put everything in right for backsprite requirements and somehow Red's right hand cuts off for some reason XD
