Have any of you ever really wanted to make a hack, but couldn't solidify an idea on what it should be or what to put into it, and then you just end up not even attempting it? I've been in that boat for months and it sucks, I really want to make one, I just don't have any inspiration too

I'm having the same problem, so I have an idea you might like. I can give you a few of my ideas that I was thinking about and maybe you'd like to use them or modify them for your hack.
So here goes!
1.) Modify the stats and movepools of Spinarak / Aridos and Ledyba / Ledian so they are actually appealing to use in game.
2.) Have the player start off in a poor village or poor family, and create a story line that has him rise up through the ranks and overcome his lowly beginnings to make a name for himself and his family.
3.) Tieing in with 2, the evil team of game, could have murdered your family for a reason you can create, and the main character now has a reason for hunting them down and finishing them off.
4.) Change FLASH to be an electric type attack, that does damage, while lowering your opponents accuracy. It would actually have a use for the game besides lighting up optional areas.
That's all I have for now. If you want more ideas just let me know and I'll see if I can help out some more. Also let me know if you are interesting in plot/story ideas, or ideas for how to make other Pokemon interesting, or move changes, whatever you want.
If you want to share some ideas with me to develop them more I'm down for that too! :D

Then find that idea! I myself found the idea of Dark Energy from the fact I used to RPG games a lot several years ago (even though I do that nowadays too, but seldom). If that's not what you're looking for, try something different. Read books or do something similar.
After all, great programming knowledge doesn't make a hack. The deeper and deeper my knowledge has been getting, and the more easier it has become for me to achieve things, the more and more I've been focusing on planning aspect, instead of implementation.
But yeah, you can't pick up an idea if you first don't have the inspiration. If you're into playing games, I'd recommend you to try out Final Fantasy IX. The storyline and planning of that game is superb. It totally opened new aspects for me into seeing things, should do the same for you.
And last but not least, write everything down. You'll forget what you've picked up in a short amount of time unless you write it down somewhere. As for myself, I've got two "large" documents covering all the ideas and storyline-events and their possible ways of implementation for DE.

Reflect on memorable experiences. Write everything down, which Miksy91 already posted. Go do something memorable if not done already. No wind makes for him that hath no intended port to sail unto.

Yeah, along with what Miksy said, it isn't hard to come up with ideas for games, but it is to find one that you'll want to stick with and finish. I know I never had one I felt was worthwhile and would be rewarding for myself to work on until I was traveling around and visiting unfamiliar lands, and it reminded me quite a bit of playing the games as a child. But at the same time, I also don't like too much of the "fluff" that comes in the games, the extra stuff, like in the newer games. I prefer a much more stripped-down and simplified gameplay, without all the gimmicks, but of course that doesn't mean the content in the game can't be really detailed, which is what I want.
But basically what it boils down to, is that you have to do what you want. Make a game that you like and would want to play if someone else was making it. The passion of that will often show through as being a well-made game and it will be fun for those who play it. But most importantly, have fun making it.
And on the subject of organization, Miksy showed me how he keeps all of his files, ideas, and so forth organized and let me tell you, he has a really good system. Some people are different than others, I can attest to not being the most organized person in the world, but it doesn't hurt to write every little idea down.

My suggestion sounds really ridiculous but you can treat hacking as your arch enemy so that everytime you remember it or come across your mind you'll have the eagerness to finish it (like by killing it) by any means, I dunno if it will work for you but it won't hurt to try. As for myself I do it, everytime I have something to finish and suddenly lose my focus on it, I thought myself to kill it the worst way I could and pretend to be angry with it, haha!

Thanks for all the ideas and support guys, it means a lot. But Miksy, you know I'll try out Final Fantasy, I've never even played the games and maybe like you I'll get lucky with some inspiration on something, and I'm definitely gonna take your advice (you've always been a big inspiration to me in the hacking world, ever since I got into it).
theoblivinator- You know, that actually sounds like a really good idea, I'll keep those in mind while I try to gather some ideas and stuff.
