I doubt you could achieve this (no slight intended) and it is no easy task; this is why I shy away from the idea of adding additional Pokemon since it's no mean feat and people who don't hack have no idea how difficult it would be (for my skill level).
Don't listen to this guy. If you want to do it it's doable.
It's more rude to hold people back from their potential.

The long and the short of it is that without major assembly modification, you will have to overwrite other Pokemon if you want to add more than 1 or 2 new Pokemon. I'm afraid I can't help you with adding Pokemon beyond 0xFF, because I have never even attempted it. I believe there was a thread at one point discussing that as a possibility, but I wasn't really involved in all of that. I could help you with modifying existing Pokemon into new ones, but there's nothing I can help with when it comes to adding new slots beyond the 2 free ones I'm afraid.

It must be in the same bank if you want to repoint something without ASM (there are some exceptions; music uses a 3-byte pointer, but evolution/moveset data doesn't). There is a lot of blank space after Celebi's moveset data, so why don't you place your new data there?
Then use a Pointer Calculator (I use A-Point to make my life easier), calculate the pointer for the offset of your new data and change the original pointer to the one you've obtained (since it's a 2-byte pointer, you only need the last two bytes of the pointer).
That's it :3
