Does anyone know, how to editing pokemon GS tiles..
ex: changing color of tree tiles,etc.
Anybody can answer my question?

Tile layer pro does not let you edit the pallets used by the rom, it is purely a graphics editor, and makes no distinction between graphics and other date when a rom is loaded. The tileset editor I linked you to will allow you to edit the pallet assignments, as well as the pallets themselves.

No. Pallet assignments and the pallets themselves are always the same length, so you just edit the ones that are already there. You cannot add additional pallets, only edit the ones that are already there because the gameboy only supports having that many pallets loaded at one time.

Palette assignments are not always the same length. You can have them as short or as long as you want them. The game will look up the right palette for each tile individually, so as long as all used tiles are covered for, there need not be data to fill the rest of the tiles.

Use the Tileset Editor that Mateo linked to earlier in the thread.  There is a "palette editor" option right at the top of the program.
